There are two men behind this as far as I know.. Being Aoki (who jumped from New Japan with Muto) and Takahashi (who may also have done, as there was a fairly big group that switched). I've heard about Kawada too , but I'm not sure.
The creation and reason for this is that the Original King's Road image isn't in All Japan anymore, unfortunatly. So , they want to recreate the feel of the old All Japan. Wich was w a y better in my opinion, then the current stuff.

I think for the best of these wrestlers and Puroresu altogether, and in a perfect world--King's Road should fuse with NOAH almost right off the bat, it would give NOAH SO MUCH.
Blue Justice is a mask man rumored to be working King's Road. Also Blue Justice is rumored to be Kendo Kashin. Due to the fact that hes friends with Aoki.
Wasnt this the reson why NOAH was created,they have a excellent idea,excellent roster,and i hope they get a pretty good tv deal,and ill love to see them working with NOAH.
Aoki today announced the participation of a mysterious masked man on the King's Road debut show. Named Blue Justice, Aoki said this man has wrestled under other names before, but wants to disguise himself in a blue mask for the time being. Aoki hinted at his identity, suggesting he may bring a certain tag title with him that he won't give back to its owner. His opponent will be announced at a future date.

-Looks alot like Katsuhiko Nakajima and is mistaken as him.
-Is about 5'6'' and 169 lbs.
-Pass the Dojo Test in April of 05 and with flying colors.
-He loves the females and horseback riding.
-He was called one of Mutoh's favorites.

Results from today's Kings Road show at Korakuen Hall in Tokyo (claiming 1,800 paid):
1. Yuki Ishikawa defeated Shota Takanishi in 6 minutes, 46 seconds with a sleeper.
2. Daisuke Ikeda defeated Yuto Aijima in 7 minutes, 53 seconds with the Mr. Big Clutch.
3. Tarzan Goto & Blue Justice went to a no-contest in 5 minutes, 34 seconds when both ring seconds did a run-in. Kendo Ka Shin was Justice. His ring second was Gran Naniwa. Goto's ring seconds were Ricky Fuji & Gosaku.
4. Takao Omori & Shiro Koshinaka defeated Koichiro Kimura & Tomohiko Hashimoto in 16 minutes, 55 seconds when Omori used an Axe Bomber on Hashimoto for the win.
5. Gen'ichiro Tenryu defeated Kazushi Miyamoto in 16 minutes, 9 seconds with the 53 years old.
