I've gotten most of mine from http://www.ultimotapes.com, So far all the tapes that I have gotten have had excellent video quality and arrived within a few days.

If you're ever in Winnipeg there is a store called Jabroni's in downtown Winnipeg it has a great selection of videos Japanese and American
