Its legal. Due to there not being a video distributor in North America for the Puro Companies, the copyright laws in Japan don't cover the distibution of these companies here in the U.S.,...YET. Why? Because there is no demand for Japanese Wrestling in the U.S., Canada & other contries ,...if only they really did their homework.
And yes, this site is reputable, as I have purchased from them in the past. Almost all of the quality was perfect. I did purchase a "Best of Rick Steamboat in Japan'. The match quality was worth the sub-par video quality on SOME of the matches. After all, some of the stuff from the early 1980s off of Japanese TV HAS to be hard to find in perfect quality. But all the recent stuff they have I purchased was PERFECT quality. Fast service too. At their super low prices for DVDs, you know they are taking a big chunk out of sites that still sell for $10, $12, or even $15 a pop. Right now they are offering 10 DVDs for $30.00! Thats $3.00 a DVD. At that price, it is SO affordable you can collect a ton of stuff and NOT feel guilty.
They also have gathered a TON of All Japan & New Japan Classics , a great place to start & see the evolution of the sport.
You have to be careful with a lot of his stuff. Many things are VHS converts, and not converted well either, and get the same quality rating as a satellite to DVD recording. July 2004 and later are satellite to DVD recordings (according to Chris), however he doesn't know if anything older than that is watchable or not. He's sent me some really gross stuff in the past and called it EX.
His $3.99 is legit. So is my 10 for 30 shipped, which gets lower with quantity. And I have HUSTLE.
I use them. So far I have purchased 4 DVDs, and all came through in great quality, even an event from 1990. Course, I can't vouch for everything he has, but I don't have any complaints.
I have done tons of business with IVP in the past. He is very reliable, and his prices are unbeatable. Just don't trade with him. You'll probably get ripped off. A friend of mine has been waiting for 2 months to receive his end of a trade that he made with them. He has e-mailed Chris from IVP, and has gotten nothing but the runaround for weeks. Beware!
