Good question . AMybe psyche out his opponents and generally maybe add some eerie feeling

It's mostly just for the intimidation factor. Although he has used it as a weapon from time to time, notably against El Gigante back in New Japan.

There were a few times in WCW were they rigged it so it would blow steam up. Vader would then use it to "blind" people. As for what it means, I think it's to show his power and intensity. He wrestled under the names of Baby Bull and Bull Power earlier in his career and was nickednamed the Mastodon in WCW, so it all blends into thisimage of a strong, massive, charging beast.
