Kamikaze was one of the better heavyweights on the independent circuit working primarily for Big Japan, where he was pushed well and given the room to establish himself in the puroresu world. He would have been perfectly fine there, except that they had limited non-garbage workers for him and the CZW invasion was killing the company, so he got out. After a trial period with Zero-One, they made him into Tengu Kaiser, a Hayabusa rip-off of sorts. Though he's nowhere near Hayabusa's level (before his retirement), Kaiser is a strong midcard worker for Zero-One. He has a dynamic offense that typically looks good and he provides that unique quality that Zero-One likes in their midcard. Whether or not he's elevated depends on how well he gets over and if his work can improve. If both of those happen, Tengu Kaiser may very well become an upper tier guy in Zero-One, if not I imagine midcard level work will keep him busy and at least employed.
