Japanese wrestlers in Mexico

I had a question I have been pondering for a long time up till now.

With the exception of Jushin Liger, Hayabusa, Tiger Mask 3 (Kanemoto), Ultimo Dragon, Tajiri, Taka Michinoku Heat (Minoru) and countless other Japanese wrestlers who have toured Mexico, why are Japanese wrestlers heels in Mexico, but mexican luchadores are beloved in Japan?

Maybe the Japanese crowds respect talent more while Mexican crowds have a more heel/face way of booking matches. Or it could be that it's heard for a foreign to find acceptance in Mexico for cultural reasons. I mean, look at Art Barr when he went to Mexico to tag with Eddy.
