Does anybody know the history of this title???

3. GHC Hardcore Title: Jun Akiyama (c) vs. Takuma Sano

or even the purpose of having such a title.

Akiyama's title is "Global Hardcore Crown", whereas NOAH's main titles are "Global Honored Crown". So, it's simply called "GHC Title" but not "GHC Hardcore Title".

Didn't know a hardcore title existed in NOAH...the hard-hitting action in NOAH didn't really warrant a hardcore title in any event.
